Chili Bean and Beef Skillet Casserole

1 lb Ground beef
1 1/2 c Sliced celery
1/8 ts Pepper
2 lg Unpeeled potatoes; cubed
1 md Onion; thinly sliced, separated into rings
1/2 c Water
1 (15-oz) Green Giant or Joan of Arc Spicy Chili Beans; undrained
1 cn (11-oz) condensed Italian tomato soup

In large skillet, brown ground beef over medium-high heat; drain. Add remaining ingredients. Bring to a boil. Reduce heat; cover and simmer 15-20 minutes or until potatoes are tender, stirring occasionally.
