Baked Tuna and Cheese Casserole

1 cup elbow macaroni
2 (7 oz.) cans chunk-style Tuna, drained
1 (8 oz.) can diced carrots, drained
5 Tbsp. margarine
1 cup bread, torn into small pieces
1/4 cup sliced onions
1/4 cup unsifted all-purpose flour
1 1/2 tsp. salt
1/8 tsp. pepper
2 1/2 cups milk
3/4 cup sharp cheddar cheese, grated

Cook and drain macaroni. In a 2 quart casserole, combine Tuna and carrots. Mix well. In medium saucepan, melt margarine. Remove 1 tablespoon butter and toss with bread crumbs. Set aside.
