Barley Casserole

1 1/2 lb Ground beef
2 tb Cooking oil
1 1/2 c Onion - chopped
1/2 c Celery - chopped
3/4 c Barley
2 ts Salt
1/4 ts Pepper
1 cn Tomato sauce - (6 oz. can)
3 c Hot water
Parmesan cheese

Brown meat on cooking oil. Mix other ingredients and add to meat. Place in casserole dish and sprinkle with Parmesan cheese. Cook in low oven about 1- 1/2 hours.
